Child protection policies in accordance with the Child Protection Law guarantee the fulfillment of children's rights in accordance with human dignity and respect, as well as protection from violence and discrimination. This is mandated by the Child Protection Law through the provisions of Article 59, which states that the government and other state institutions are obliged and responsible for providing special protection. One form of special protection is for children in conflict with the law, including children accused of violating the Criminal Code and children who are victims of criminal acts. Children in conflict with the law can be defined as children who are suspected, accused, or admitted to having violated the Criminal Code. The Child Protection Law, through the provisions of Article 59, states that the government and other state institutions are obliged and responsible for providing special protection. One form of special protection is for children in conflict with the law, both children who are in conflict with the law and children who are victims of criminal acts. Children in conflict with the law can be defined as children who are suspected, accused, or admitted to have violated the Criminal Code (Article 40 paragraph (1) of the Convention on the Rights of the Child). In the Convention on the Rights of the Child, children in conflict with the law are categorized as children in special circumstances. UNICEF refers to children in this group as children in especially difficult circumstances (CEDC) because their needs are not met, they are at risk of experiencing violence, becoming perpetrators of crime, or being outside the family environment.
