Bimbingan penyuluhan agama islam di lakukan oleh dan untuk manusia sesuai dengan pandangan islam mengenai hakekat manusia. Oleh karena itu pandangan mengenai hakekat manusia harus menjadi landasan utama dalam proses Bimbingan Penyuluhan Agama Islam secara totalitas Al-qur’an menyatakan bahwa manusia merupakan “khalifah Allah” di muka bumi sebagaiman firman Allah Swt.
