Fi> Z}ila>l al - Qur’a>n , karya tafsir yang bernuansa
h}araki> (pergerakan) ini ditulis di dalam pengapnya jeruji besi kurun 1952-1965, dengan semangat pembebasan atas ketertindasan dari rezim dan peradaban jahiliah. Ash-Shahid Sayid Qutb, penulisnya, karenanya sangat bersemangat menguraikan persoalan u l u> a l - amr , penegakan hukum Alla>h, keadilan dan kezaliman, t {aghu>t sebagai musuh bersama yang niscaya diperangi, juga penegakan jihad. Baginya, u lu> al - amr adalah mukmin yang taat pada Alla>h dan Rasu>l-Nya. Ketaatan wajib diberikan kepadanya selagi dia taat pada keduanya, Allah dan RasulNya. Siapapun yang enggan atau bahkan abai menegakkan hukum Alla>h, berarti kafir, zalim dan fasik. Segala keputusan, semestinya hanya didasarkan pada manhaj dan ajaran Alla>h. Karenanya, ia menyerukan penegakan dan pengobaran jihad qita > l guna meninggikan kalimah Alla>h ( li i’la>’ kalimah Alla>h ).
